Institutional Challenge

The IT Department of Nepal Rastra Bank was operating with fragmented, paper-based legal workflows that created significant operational and compliance risks. Key issues included slow approval cycles (7–10 days per case), lack of bilingual (English/Nepali) support, and no audit-ready activity logs. This created audit exposure and governance inefficiencies at a central banking level.

Project Scope

The objective was to modernize NRB’s legal operations by replacing paper-based processes with a centralized, secure digital governance platform. The scope included:

  • End-to-End Case Management: Lifecycle tracking from initiation to resolution.
  • Maker–Checker Workflow: Enforcement of the 4-Eye Principle for every legal action.
  • Role-Based Access Control: Structured permissions for Creators, Checkers, and Admins.
  • Document Management: Encrypted file storage with secure intranet deployment.
  • Bilingual Legal System: Full English and Nepali Unicode support with Dual Date (BS/AD).
  • Immutable Audit Trail: Permanent logging of every action for regulatory transparency.
Legal Governance Platform

Our Engineering Approach

1.

Governance-First Architecture

System designed directly from central bank compliance and audit requirements to ensure institutional trust.

2.

Risk-Eliminating Workflows

Implementation of Maker-Checker enforcement to ensure zero unauthorized legal actions within the system.

3.

Secure Intranet Deployment

Fully isolated deployment within the NRB internal network ensuring absolute data sovereignty and security.

4.

Bilingual Precision

Nepali Unicode fully integrated into forms, documents, and reports to meet official legal documentation standards.

5.

Audit-Ready Engines

Integration of an immutable logging engine that records all system activities for complete regulatory transparency.

Challenges Solved

Paper-to-Digital Migration

Transitioning mission-critical, fragmented legal files into a structured digital format without disrupting active cases.

Unicode Rendering

Overcoming the technical complexity of rendering dynamic Nepali Unicode in legal documents and automated reports.

Intranet Security

Deploying an enterprise-grade platform within strict central bank intranet constraints while maintaining high performance.

Business Impact

Operational Efficiency

70% Faster Resolution

Case resolution time dropped from 7-10 days to just 2-3 days by eliminating manual cycles and physical file movement.

Audit and Compliance

100% Audit Readiness

Manual audit preparation was replaced with automated, real-time reporting and immutable activity logs for full compliance.

Capacity Scaling

5x Operational Capacity

System capacity expanded from 8 manual users to over 40+ digital users, allowing for large-scale legal coordination.

Reliability

99.9% Uptime (4+ Years)

Maintaining institutional-grade reliability through a 5-year partnership model and dedicated enterprise support.

Client testimonial

“The system has significantly improved our legal operations with unmatched reliability and transparency.”

Why This Case Study Matters

If you’re evaluating engineering partners for a banking, regulatory, or compliance-heavy enterprise system, three things matter more than any vendor’s pitch:

  • Have they passed a central bank’s vendor review? Nepal Rastra Bank does not pick software vendors lightly — and does not keep them for 5+ years if the work doesn’t hold up. The Maker-Checker workflow, immutable audit logs, role-based partitioning, and bilingual Unicode integration on this platform are central-bank-grade architecture, not theoretical claims.
  • Can they ship for regulators in your jurisdiction? The architectural patterns we shipped for NRB — audit-on-every-action, segregation-of-duties enforcement, document-versioning with content hashing, role-based access at the API layer — transfer cleanly to fintech, healthcare HIPAA, GDPR data-handling, and US compliance regimes. Adult Home Care SaaS is the healthcare instance; DiNePa is the GDPR-aware procurement instance.
  • Will they stay engaged past the launch? Banking software isn’t a one-off — regulations change, auditors rotate, retention windows expire. We’re still on the NRB engagement years after launch. Read our banking & fintech practice page for the engagement model.
