Litigation Management System for Nepal Rastra Bank
Enterprise Legal Workflow Platform | Central Bank-Grade Compliance System
Institutional Challenge
The IT Department of Nepal Rastra Bank was operating with fragmented, paper-based legal workflows that created significant operational and compliance risks. Key issues included slow approval cycles (7–10 days per case), lack of bilingual (English/Nepali) support, and no audit-ready activity logs. This created audit exposure and governance inefficiencies at a central banking level.
Project Scope
The objective was to modernize NRB’s legal operations by replacing paper-based processes with a centralized, secure digital governance platform. The scope included:
- End-to-End Case Management: Lifecycle tracking from initiation to resolution.
- Maker–Checker Workflow: Enforcement of the 4-Eye Principle for every legal action.
- Role-Based Access Control: Structured permissions for Creators, Checkers, and Admins.
- Document Management: Encrypted file storage with secure intranet deployment.
- Bilingual Legal System: Full English and Nepali Unicode support with Dual Date (BS/AD).
- Immutable Audit Trail: Permanent logging of every action for regulatory transparency.

Our Engineering Approach

Why This Case Study Matters
If you’re evaluating engineering partners for a banking, regulatory, or compliance-heavy enterprise system, three things matter more than any vendor’s pitch:
- Have they passed a central bank’s vendor review? Nepal Rastra Bank does not pick software vendors lightly — and does not keep them for 5+ years if the work doesn’t hold up. The Maker-Checker workflow, immutable audit logs, role-based partitioning, and bilingual Unicode integration on this platform are central-bank-grade architecture, not theoretical claims.
- Can they ship for regulators in your jurisdiction? The architectural patterns we shipped for NRB — audit-on-every-action, segregation-of-duties enforcement, document-versioning with content hashing, role-based access at the API layer — transfer cleanly to fintech, healthcare HIPAA, GDPR data-handling, and US compliance regimes. Adult Home Care SaaS is the healthcare instance; DiNePa is the GDPR-aware procurement instance.
- Will they stay engaged past the launch? Banking software isn’t a one-off — regulations change, auditors rotate, retention windows expire. We’re still on the NRB engagement years after launch. Read our banking & fintech practice page for the engagement model.

Ship enterprise software the regulator and the auditor both sign off on.
